SCAM "Broker Fee"

I signed up for insurance on Dec 2nd 2011 and was told my policy starts on Dec 4 2011. I signed up for at noon and was offered some money for my so I sold it....thus not needing insurance. I called back 2 hours later and said I didn't need the service anymore, when I said the reps whole attitude changed and told me they couldn't cancel because the power was down???? OK, so I did the next best thing and went into the Baldwin Park office and was treated very very rude. Long story short after I cancelled and now I'm getting calls from "Corporate" saying I owe 120.00 because of the service they provided.....(Broker Fee). Even though I never used the insurance, they are demanding 120.00 because I called them for insurance.....is this even legal???
